Expression of Interest: Design & Artistic response to Bayside Reserve Stormwater Pond

Brief For a ‘Scruffy Dome’ debris control system - Bayside Reserve Stormwater Pond

Background

NSCC is working on an innovative and integrated approach to managing stormwater on public and private land. This work is being carried out for a number of reasons; enhanced amenity values, improved water quality and increased ecological values.

Staff from across the Council are working together on two integrated pilot projects on both the public and private land along a water way, one of which encompasses Bayside Drive Reserve.
 Extensive work is being undertaken in this reserve in an effort to restore the stream, including the naturalisation of the existing concrete stream channel, an upgrade of the existing stormwater pond, the construction of additional paths and extensive planting.
 An opportunity has arisen for a creative response to be taken to a highly visible and highly functional part of this project, namely the Scruffy Dome debris control device situated at the outfall of the stormwater pond. NSCC, in recognition of the improved amenity value of the restored stream and reserve environment, have identified this functional piece of equipment as a having the potential to become an artistic statement capturing the history and ecology of the site.(See attached images).

The site

Bayside Drive Reserve is situated in the Taiaotea stormwater catchment, close to the centre of Browns Bay. The reserve is in the mid- to upper catchment and situated on the southern arm of the Taiaotea stream. Upstream of the reserve, the stream is almost entirely piped underground with just a short open section up in the headwaters. The stream flows through Bayside Drive reserve, then through a combination of private properties and a smaller reserve before being piped again under a light industrial area, opening up for a short stretch through Browns Bay village before then flowing out to sea.
NSCC will be working in the reserve to naturalise the stream channel and upgrade the stormwater pond. In tandem with this, council staff will be working with the local community to engage them in stream restoration on their private property and to raise awareness with the community living in homes surrounding the reserve as to how their actions impact on the ecological and amenity values of the stream and reserve environment.

Objectives of the Artwork

  • To provide an artistic response to the standard ‘Scruffy Dome’ or 'Top Hat' debris control device. However, the device must continue to fulfil all required specifications associated with this debris control system.
  • To create an artwork that will enhance the environment and empathise with the landscape;
  • To provide a point-of-interest to the stream system that captures and responds to the local environment in an appealing and accessible manner;
  • To provide something significant and of value to the community created by a local artist;
  • To provide a creative design motif or pattern that could be replicated throughout the reserve in future enhancement projects (e.g. on benches or in mosaics in pathways).

Expression of Interest - What we require 

The artist must advise the Council's Arts Officer on or before 7 November, 2008

The Artist will then receive a detailed design brief and in the additional amount of time be encouraged to develop a concept for an artwork that provides an innovative and attractive response to the storm water debris control system normally provided by the ‘Scruffy Dome’ structure.

Time Line

The time frame for project is as follows:

Expression of Interest to be received by the Council by: 7 November, 2008
Submission of Proposal to be received by the Council by:  28 November, 2008
Consideration by Selection Panel will occur in early December
Advise to the successful candidate will occur prior to Christmas (date to be confirmed)
Development of working drawings completed - to be confirmed.
Review of design detail with artist, Engineer and Project team (final working drawings to be presented to engineer and project manager for review of specification requirements and accuracy of costings)
Construction phase will be designed to coincide with completion and installation of artwork - to coincide with appropriate stage of engineering of stream restoration project.

Selection Process

Proposals will be considered by a Selection Panel made up of the following people:

  • Project Manager and/or Team
  • Community Board representative
  • Storm Water Engineer
  • Arts officer
